What Entering Japan Actually Costs
Almost nobody in this industry publishes prices, which makes budgeting for Japan an exercise in guessing. Below is a consolidated view of what the market charges, assembled from published figures and our own. Read it as a range to plan against, not a quote — and note the caveat at the bottom about where these numbers come from.
The short version
- Test the market without committing: USD 5,000 – 15,000
- Digital-only entry, no entity, no staff: USD 15,000 – 40,000 in year one
- Full entry with entity and a small local team: USD 400,000 – 1,000,000+ in year one
The gap between the second and third line is the single most consequential budgeting decision you will make — and most companies jump to the third before the first has told them anything.
1. Finding out whether Japan is worth it
The cheapest money you will spend, and the most frequently skipped.

A useful rule: spend 1–3% of your planned entry budget on finding out whether to spend the rest. If your total plan is USD 300,000, a USD 5,000 answer to “should we?” is trivially good value even when the answer is no. Especially when the answer is no.
2. Building a Japanese-language presence

Two things worth noticing in that table.
First, the spread on a single landing page is four-fold. That is not inefficiency in the market — it is the difference between translating your English page and rebuilding the argument for a Japanese buyer. Second, translation at USD 0.10–0.22 per word makes a typical landing page cost USD 200–500 in pure translation. If someone quotes you USD 3,000 for “a Japanese landing page” and the deliverable is translated text, you are paying a ten-fold markup on typing. Ask what the other USD 2,500 buys. There are good answers — strategy, design, compliance review, measurement — but you should hear one.
3. Running it once it exists

Budget the running cost before you commit to the build. A Japanese site with nobody maintaining it decays faster than an English one, because you cannot personally read it well enough to notice it has gone stale.
4. Where the money really goes: entity and people
Everything above is small compared with the moment you incorporate and hire. This is the step to defer for as long as the evidence allows.

Note what dominates. Incorporation is USD 55,000–75,000; people are USD 250,000–450,000. The entity is not the expensive part — the payroll it exists to hold is. Which means the real question is not “should we incorporate?” but “do we yet have enough demand to justify a person?”
5. Three budgets that actually make sense

The mistake that costs the most
It is not overspending. It is spending in the wrong order — incorporating and hiring before anything has demonstrated that Japanese buyers want the product. A country manager hired against an unvalidated thesis costs USD 120,000–200,000 a year to discover something a USD 5,000 study would have told you in two weeks. The sunk cost then keeps the project alive long past the point at which the evidence said stop.
